Paperwork can do that, but it can also flatten the wonder if you lean on it too hard. A permit system is useful when it exposes who gets access and who doesn’t. Less useful when it starts feeling like the author has turned up with a spreadsheet and a stamp. The best version is usually the one where the bureaucracy is just one more obstacle, not the whole point.
