When a night ferry into Plymouth arrives with one passenger missing and another carrying a bag that should not exist, a local records clerk is pulled into a case that keeps widening the harder she looks at it. What begins as a routine missing-person enquiry turns into a chain of blackmail, dockside violence and old loyalties that were never as dead as people claimed.
