A character’s silence only matters if it changes the exchange.
If they’re quiet because the author wants them to seem difficult to read, that usually shows. If they’re quiet because answering would give the other person an easy way out, or an easy victory, then the silence is doing actual work. It becomes a refusal, not a gap.
That’s the useful version, I think. Not mystery for its own sake. Just someone deciding not to help the other side tidy the conversation up.
