A border is rarely just a line. In fiction, the interesting bit is everything that happens before and after it: the checkpoint, the paperwork, the change in money, the way two people from the same town start speaking a little more carefully once they know they’re being observed.
That’s where the world actually shows its teeth. Not in the map, but in the small adjustments people make to avoid trouble.
If a border doesn’t change behaviour, it’s probably decoration.
