In a near-future Aberdeen, the city’s sea defences are controlled by a private authority that decides which districts stay dry and which are sacrificed to the tide. When a maintenance engineer finds evidence that the flood system is being used to force people out of their homes, he has to choose between keeping his head down and exposing a machine built to make displacement look like weather.
