In late eighteenth-century Scotland, a widowed excise clerk in a coastal burgh discovers that a series of missing salt records point to more than smuggling. As pressure grows from local merchants, officials and neighbours who all have something to lose, she is forced to decide how much truth a town can survive. The novel follows her as she learns that obedience and conscience are not always compatible.
