In 1812, a Portsmouth dock clerk discovers that a missing cargo ledger is tied to a smuggling route running through the Solent and a naval captain who should not be asking questions. When the clerk is pulled into the search, he has to decide whether to protect the city that raised him or expose the people profiting from its silence. The trail leads from counting houses and quayside taverns to a wrecked Channel island storehouse, where every answer seems to cost more than the last.
