In Exeter, a careful map editor discovers that certain streets do not stay where they are supposed to, and that the city’s old wards are failing in ways no one has bothered to record properly. When a hidden layer of the city starts leaking through into the ordinary one, she has to work out who is redrawing Exeter before the whole place is folded out of shape.
