In a near-future Wales, a failed climate-control network has left weather partly manufactured and partly feral, with local communities surviving on negotiated forecasts, black-market rain, and old habits of care. When a systems archivist discovers that the network’s final intact weather model is predicting a season no one is meant to see, she has to decide whether to keep the lie stable or let the truth break the region open.
