In a drowned border city built on old graves and sea walls, a disgraced ledger-keeper is forced to serve the last living guardian of the salt gates. When the dead begin rising from the tide-buried streets, she has to untangle a civic lie that has been feeding the city for generations. The deeper she digs, the clearer it becomes that the city’s survival has always depended on someone else paying the price.
