In a future Britain where seawater is rationed and memory is stored in brittle civic records, archivist Mara Venn discovers that the city of Bangor has been quietly deleting people from its own history. When she finds her brother's name missing from every official system, she starts pulling at the machinery that keeps the city orderly, obedient and forgetful. The deeper she goes, the clearer it becomes that the archive is not preserving the past. It is editing the future.
