On a storm-battered island off the Welsh coast, a practical bookbinder discovers that the library she is restoring is built around a sealed tide chamber full of old bargains and unfinished magic. When the man sent to inspect the ruin turns out to be tied to the island's vanished ruling family, the two of them are forced into working together before the sea reclaims the building and whatever is sleeping beneath it wakes properly.
