In a near-future Swansea where coastal infrastructure is managed by predictive software and tidal memory systems, a municipal archivist discovers that the city’s flood records contain impossible gaps. As she follows the omissions, she finds evidence that the software is not just forecasting the sea but quietly editing what the city is allowed to remember. The deeper she digs, the more the ordinary details of civic life become clues to a larger and stranger act of control.
