In a near-future coastal town, a failing municipal office still issues weather forecasts by hand after the satellites go dark. Its newest clerk, Mara Venn, starts noticing that the forecasts are changing the town in ways nobody voted for, and that someone inside the office may be shaping the future one bulletin at a time. As the sea keeps rising, Mara has to decide whether prediction is a public service, a quiet form of power, or just another way to lie.
