Restraint only works in romance if it still feels active. If a character is holding back, the reader needs to see the wanting underneath it, not just a polite lack of interest in a nicer coat.
That line is doing a lot of work. Too much distance and the tension dies. Too much obvious yearning and you’ve lost the point of the restraint. The useful bit, for me, is that slight contradiction where someone is trying very hard not to want what they clearly want. That usually reads as attraction. Or a mess. Sometimes both, which is better.
