Competence can make romance messier, which is probably why it works.
A character who is excellent at their job can still be baffled by being wanted. They know how to solve problems, manage risk, keep things tidy. They do not necessarily know what to do with someone looking at them like they are the problem worth choosing.
That mismatch is useful. The capable one is often the least practised at being vulnerable, or believed, or simply seen. Which is a small disaster for them, and rather the point.
