Edna Charles is a over-worked, stressed-out counselor. Rosie Brown is a fifteen year old ex-patient who now has a baby. Feeling she can't take care of the baby, Rosie leaves it where Edna will find it. Once Edna sees the baby, she takes him, quits her job, changes her name and runs, leaving a trail of bodies. Rosie changes her mind, wants the baby back and goes to the police. She is put in Juvenile Hall and the FBI is brought in.
