Emma goes undercover in the notorious Tenderloin district. Her mission; to expose a crooked cop and illegal payoffs and bribes. As Emma intensifies her search for corruption, she becomes the target of not only a vicious copper but also a crazed serial killer. She puts her life on the line when she meets with an informant at a secluded place during the night and ends up with a shocking discovery. There are three killers on the loose in the Manhattan. One of them is determined to kill her. Emma is on a dangerous quest that takes her into a twisted murderer's messed up past and mind. The murderer will strike again before her hunt ends. The cops are totally confused and people are freaking out that Jack the Ripper is here in the US. BASED ON TRUE EVENTS.
