A failed spy mission into the Bo Hai Bay has left two Chinese vessels lying on the sea floor, along with five hundred dead sailors. Beijing is furious, ready to declare war. As tense negotiations between the Secretary of State and Chinese ambassador Feng Chen becomes mired down in a personal feud, the president is forced to accept the fact that a sudden sell-off in the stock market is linked to China.
