What Lies In the Dark works because it understands that paranoia is often more interesting than the crime itself. The serial killer plot is there, obviously, but the real tension comes from watching a community start to mistrust its own air supply.
That sort of book lives or dies on atmosphere, and this one keeps the pressure on without rushing to explain everything too neatly. Which is usually the trap. The detective story gives it structure, but the fear spreading through the town is the sharper hook.
